Full roll out of HIPs - 14th December 2007
Sixty per cent of the market is now covered by HIPs and the criteria for roll out to the rest of the market has now been met. The phased roll out of HIPs will be completed by extending coverage to the rest of the market from 14th December. First time buyers of one and two bedroom homes will be the main beneficiaries as they will now get important information about their new home for free. Information such as searches for which they would previously have had to pay will now be included in the HIP paid for by the seller, reducing the costs of the first step onto the property ladder. The commencement order will be laid on 23rd November to extend HIPs and EPCs to one and two bedroom properties from 14 December. In order to ensure continued smooth implementation, the Government is also extending the temporary provisions on first day marketing for all properties from 1 January to 1 June, providing flexibility for sellers as part of the roll out to one and two bedroom properties. From April 2008, the roll out of EPCs for newly built homes will begin, as well as across commercial property for sale, rent or construction. By October 2008 all public buildings will have a display certificate.HIPs rolled out to 3 bedroom properties - 10th September 2007 The phased implementation of Home Information Packs (HIPs) has been extended to all properties in England and Wales with three bedrooms or more and will apply to over 60% of the housing stock from the 10th September. The Commencement Order, laid down by Government on 17th August 2007, dictates that all properties with three bedrooms or more will soon require a HIP if they are put on the market. The extended rollout to three bedroom homes has been welcomed by the Association of Home Information Pack Providers (AHIPP), whose members have already successfully introduced HIPs for homes with four bedrooms or more on 1st August. Since that time, the industry has delivered over 7,000 packs, reporting record turnaround times and a smooth implementation, free from delay or disruption.

Home Information Packs including Energy Performance Certificates will be implemented on a phased basis from 1 August. From then Packs will be required for the sale of four bedroom properties and larger, with smaller properties being phased in as soon as sufficient energy assessors are fully qualified. For sellers, providing a Pack upfront should reduce the likelihood of any nasty surprises in the selling process that could delay the sale, as buyers will be able to make more informed decisions about purchasing their home. For buyers, the Pack provides essential information about properties they are considering buying, free of charge.
